The Councillor for Citizen Participation, Juan Carrion, has unveiled the new municipal ordinance which regulates the basis for Single Round Grants, which bring together these grants which are given from each of the municipal areas, to the distribution channel municipal resources and contribute to their optimization.
The measure, approved last plenary of October with the votes for the Municipal People's Party and the abstention of PSOE and IU, as reported by the mayor, is to correct the shortcomings of the previous ordinance adopted in 1999, adapting to the new Law 38/2003 of November 17, General Grant, and will take effect from 2010.
With the launch of this initiative is to get a general policy that is regularly adapted to the lowest possible cost using uniform criteria and order-building activity and, in turn, provide legal certainty and stability to relations between the Administration and groups in the municipality.
Through this ordinance, which is divided into 5 chapters, comprising 86 articles, the City Council to structure and establish the criteria and procedure for awarding grants, through the manipulation of a process adapted to the current regulations with a single date of call and streamline processes and grant funding.
Thus, the new ordinance will take effect early next year, when the City Council will define the requirements established by each municipal department with a specific budget.
As Carrion Tudela reported during the month of February shall initiate the call so that recipients are presenting the projects, and in March the City Council initiate the process of granting or denial of such aid, so that in April, the recipients may already have this much budget and to carry out the projects submitted.
In this regard, Councilman Citizen reported that they are holding meetings with citizens, groups and nonprofit entities, and finally a meeting with the Citizen Participation City Council in order to experience first-hand aspects of the new call.
Also, Carrion noted that we have organized a series of training activities (courses, workshops, ...), framed in the Civic Hall in order to enable citizens to acquire the necessary notions for the submission of projects for this call.
