The Full Council of Totana, in extraordinary and urgent meeting, today approved the votes for the PP and the PSOE and IU abstaining, a savings package aimed at cleaning up the city coffers that are in the guidelines contained within of II and Sanitation Improvement Plan Financial Officer, and among which the reduction of the municipal budget and the costs of the municipal corporation and employment officers
The aim of this second plan, which will run for 6 years, is to achieve fiscal stability Totana City Council to improve the economic situation of the institution, while maintaining the quality and quantity of services rendered and to make payment to suppliers.
For the preparation of II Economic and Financial Plan of the City of Totana, as reported by the Mayor of Totana, José Martínez Andreo, has established three working guidelines such as improving management to reduce current spending, the increase revenue as well as finding new sources of funding and improving the management of human resources for the containment and / or reduction of personal chapter.
In this sense, Martínez Andreo, said that given the brutal decline in income, the existing national crisis and the lack of local funding resources, the Town Hall has seen the need to produce a second economic and financial plan deepen the measures already taken at the First Economic and Financial Plan, approved in July 2007, with votes against PSOE and IU + Greens.
Thus, the House has approved a series of measures, a reduction in the budget for 2009 of a total of 2,000,000 euros and a loan for 6 years with an amount of 4,400,000 euros, which will be used to pay the debt to suppliers.
Of this reduction, 200,000 euros will be reduced to the departure of current expenditure, current transfers 300,000, 500,000, Chapter staff, and 1,000,000 in investments.
It has also approved a rebate for the second consecutive time, from 2 percent in the salaries of political office, the Mayor of Totana, employment officers, department heads, allowances for attending the management bodies of the City as full, Advisory Committees and Local Government, among others.
In this sense, workers in the City Council and can not work overtime, and if necessary, be compensated in time off, as reported by the municipal councilor.
Similarly, it has approved the reduction of 2 per cent in the salaries of the most important administrative positions in the Administration, and Secretary, Comptroller, Chief of Local Police and Head of Human Resources and develop a List of Jobs (RPT), demanded by the unions, to bring the salaries of officials to their jobs, which would mean a saving of 1,000,000 euros.
It has also agreed a deal with the concessionaire of water service, Urbaser, to extend their services for ten years, earning the City 6,200,000 4,000,000 euros in addition to resources to carry out works to improve water supply and sanitation in the municipality.
On the other hand, Martínez Andreo has indicated that approval of this Second Economic and Financial Plan will also affect the rates and taxes paid by residents of Totana, so that the urban contribution to remain below existing coefficients in early term, stood at 0.72 percent.
The remaining indirect taxes will remain as they were and created new regulations and taxes that will affect people who use certain services.
So, today announced that the potable water rate will be applied to the rate established by the Commonwealth of Taibilla Channels under the Ministry of Environment, which to date had not balanced the City assuming this cost.
Also, the fee for the collection of garbage cleaning and road, so far costing 36 euros each resident annually, will be increased gradually, so that this service does not entail economic loss for the City Totana.
Totana Mayor explained that these initiatives approved by the government team will launch the Second Economic and Financial Plan includes savings measures to be a model example in the management of the resources of the City Council.
It recalled that the ultimate goal of this plan is to achieve the progressive realization of a balanced budget to achieve economic stability and sustainable growth of the municipality during this term.
