Totana City Council has joined the collaboration agreement signed between the Autonomous Community, through the Ministries of Agriculture and Water, and Health, and the Regional Confederation of Business Organizations (CROEM) to reduce the use of single-use bags.
The Mayor of Totana, José Martínez Andreo, along with other mayors of the municipalities adhered to this initiative as well as business representatives, attended the signing of accession to this project, where the Minister of Agriculture and Water, Antonio Cerdá, the Minister of Health, María Ángeles Palacios, president of the Regional Confederation of Business Organizations (CROEM), Miguel del Toro, have previously signed collaboration agreement to reduce the use of single use bags.
The agreement is part of the Regional Strategy, developed since last year by the Directorate General of Planning, Evaluation and Environmental Control, with the aim of fostering a new public attitude against the indiscriminate use of these bags and minimize their environmental impact .
This strategy involves an investment of 290,000 euros and includes initiatives such as the Tribolsa "reusable bag solidarity" Le sac "and the bag of 15 applications, among others.
The counselor said, "Every Spanish consume half a bag of one use per day, which translates into 15,300 million bags a year in the country. The global annual consumption amounts to nearly a trillion bags."
Cerdá considered this figure "exorbitant," noting that "the useful life span of a bag for single use is 12 minutes, while 400 years are required for degradation."
The Minister of Health noted that the Health Plan 2010-2015 Region urged the regional government and health officials to facilitate a healthier environment and enhance the advocacy and monitoring of health, knowing that " adopt a healthy lifestyle is the most effective measure to improve the overall health of society ", for which also requires the involvement of the population.
The agreement, which lasts two years, is based on the Integrated National Waste Plan 2008-2015, which states in relation to commercial bags for single use, reduction by 50 percent and implementing a replacement schedule of non-biodegradable plastics and progressive ban.
The agreement defines the various groups of agents that can participate: Organizations that produce single-use bags (group A), distribution and business organizations (group B), government and public (group C) and consumer organizations and other social institutions (group D).
These groups may join the agreement upon application to the Ministry of Agriculture and Water, pledging to achieve the objectives.
The various actions arising from the accession to the agreement will aim to reduce the consumption of single use bags per capita, to promote reuse through the promotion of bags made of alternative materials or resistant, as well as encourage the recycling of the bags of single-use through deposition in the appropriate container (yellow for plastic bags, blue for paper and textiles beige).
It also raises the bag made to promote one hundred percent biodegradable materials, only as a separate collection of organic waste, so they can be composted, and reduce the spread of waste bags in the environment to mitigate the environmental impact of inadequate waste management.
Commitment of the parties
Under this agreement, the Ministry of Agriculture and Water undertakes, inter alia, to support the activities carried out by organizations that signed the agreement to reduce consumption of single use bags, participate in the design of measures to develop and disseminate their environmental benefit society.
The Ministry of Health is committed to reporting on the Plan of urban and non-hazardous wastes in the region, on commitments to reduce the use of non-biodegradable shopping bags on the consequences caused by their use, and distribute information and material through the Municipal Offices Consumer Information (OMICS), consumer and user associations, consumer website and courses of responsible consumption.
For its part, the CROEM is committed to participating actively in the Technical Commission of the agreement, to elaborate and provide quantitative data that requires this Commission to control and monitor the strategy in the regional market and promote adherence to the agreement of its members, among others.
