The Plenary Session of the City Council of Totana approved last night, unanimously, the proposal of the Councilor for Culture, Eulalia Moreno, to promote the celebration of a program of social and cultural activities on the occasion of the Centennial of the Concession of the Title of City to Totana that commemorates in the year 2018.
In fact, the program of activities is scheduled to start today, January 26, with an inaugural piano concert by totanero Juan Miguel Murani in the parish of Santiago El Mayor.
The Plenary of Totana already approved, unanimously, in October of 2016, an initiative of the previous mayor, Juan José Cánovas, declaring institutionally the year 2018 as the "Centennial of the Concession of the Title of Totana City", as well as initiate procedure of invitation to the Real House to realize visit of representatives of the Real Family, in particular, SM Don Felipe VI to the municipality of Totana during this exercise.
The City of Totana made the request in response to the proposal of the so-called "People's Plaza Plaza Platform", which also requested the opening of a file inviting the monarch Felipe VI to the city of Totana on the occasion of said event during This exercise.
This popular initiative, endorsed by numerous signatures of neighbors of Totana, aims to commemorate this year the one hundredth anniversary of the concession of the title of "city" to Totana granted by King Alfonso XIII in 1918, endorsed, among other issues, for its economic growth and its constant adherence to the monarchy.
The Plenary has approved, in the same way, a commemorative logo that will be used in all the stationery and official corporate documentation of the City Council during this year.
Activities include lectures, exhibitions, concerts, lectures, discussion tables, book presentations and commemorative visits, among others.
It was also approved, unanimously, the proposal of the Councilor for the Environment, Antonia Camacho, requesting the Ministry of Tourism, Culture and Environment a Mobile Unit of the Atmospheric Surveillance Network, which systematically evaluates air quality and meteorological factors in this municipality from the year 2018.
This system aims to control air pollution in application of the European directives for the different pollutants subject to air evaluation, for which reason the establishment of said mobile unit is requested during the period of time considered necessary and taking into account the particularities of the different sectors of the municipality for the purposes of emissions.
Motions of political groups
The corporations approved, unanimously, the PSOE motion to urge the Government of Spain, in collaboration with the autonomous communities and the FEMP, to develop and incorporate into the future State Housing Plan, a prevention and care of homelessness program, in compliance of the provisions of the National Comprehensive Strategy for the Homeless.
This would contemplate, among others, measures such as rent assistance for homeless people;
support for the development of "HousingFirst" programs, aimed at the eradication of the most extreme street homelessness;
and the financing of rehabilitation works for the collective accommodation infrastructures of the homeless assistance network.
In addition, it was approved, with the votes in favor of the PSOE, Win Totana-IU and the not attached mayor and the abstention of the PP, the motion of the PSOE to urge the Government of the Nation Spain to adopt the necessary measures to guarantee the basic conditions of accessibility and non-discrimination.
Among these are the elaboration of a calendar that indicates the actions that will be carried out in each of the next months, and the endowment in the next General Budgets of the State, of a heading destined to finance the necessary actions to comply with the commitments derived from said calendar, as well as the creation of a State Universal Accessibility Fund, among others.
A green light was also given, unanimously, to the motion of Ganar Totana-IU to publicly acknowledge and value the work carried out by the Musical Group of Totana and the Association of Friends of Music in El Paretón, with the commitment to continue with the collaboration agreements approved in 2017 and the increase of economic and material means, within the possibilities, for the following years.
Similarly, it was agreed to urge the regional government and the parliamentary groups present in the Assembly for the immediate approval of the Music Law in the Region of Murcia, with the corresponding budget to maintain and develop the cultural educational work they have been doing Schools and Music Bands;
the recognition in the Law, by the Educational Administration, that in the Music Schools the Elementary Degree is taught;
and the Declaration of Intangible Cultural Interest (BICI) for the bands of Music in the Region of Murcia for their career and the struggle to maintain and promote music in our villages.
It was agreed, unanimously, the motion of Ganar Totana-IU to urge the Management of the Fire Fighting Consortium of the Region of Murcia for the qualification of the Zone Firemen's Park to the current Local Park of Totana-Alhama, increasing the number of effective to 5 daily firemen, as well as of the necessary material endowment for the complete functioning of the same.
Similarly, it was approved, with the votes in favor of the PSOE and Win Totana-IU and the abstention of the PP and not ascribed, the motion of Win Totana-IU to reject the statements of Government delegate, Francisco Bernabé, in which he referred to the arrival of immigrants in Murcia as a "coordinated attack and assault";
as well as to urge the regional government to take action in the face of the humanitarian crisis we are experiencing, prioritizing respect for the Human Rights of the people who arrive at our coasts;
and to urge the central Government and the European Parliament to promote a change in migration policies so that they focus on the causes of migratory movements and are based on respect for Human Rights.
The Municipal Corporation approved, unanimously, to urge the Headquarters of the 5th Zone of Murcia, the Delegation of the Government and the Government of the Nation so that, within its own competencies, the Civil Guard templates, specifically the of the main position of Totana, and the vacancies that occur are covered.
Likewise, it was approved, with the votes in favor of the PSOE, Ganar Totana-IU and the non-attached mayor and the abstention of the PP, the motion of the Municipal Socialist Group to establish a Public Pension System with greater capacity for redistribution and reduction of inequalities, in whose proposal many improvement measures are established.
Finally, unanimously approved the motion to win Totana-IU to urge the Government of the Nation that the Executive equate the remuneration of public employees of the General State Administration with regional officials, and return them power acquisitive lost, for being of justice that to equal work, same salary conditions.
Written reading Platform Defense La Bastida
Before the start of the plenary session, a spokesman for the Platform in Defense of La Bastida read a letter publicly defending the continuity of the professionals of the Autonomous University of Barcelona (UAB) and its project;
and promote a joint meeting with the City Council and businessmen to raise awareness of the importance of it and obtain financing, giving them knowledge of the tax advantages that exist to collaborate under the protection of the Law of Patronage.
In addition, it advocated the need for a museum and interpretation center to collect the archaeological wealth of the territory of Totana and the creation of a foundation to achieve funding and stability to the project.
The Plafatorma has asked to negotiate and develop a program of actions in the La Bastida field in the short, medium and long term that is sustainable and satisfactory for all parties involved;
as well as solving the disagreement with the UAB.
