The association Marea Negra for Private Security requires the Department of Prevention of the Murcian Health Service (SMS), whose function is the implementation of Self-Protection and Emergency Plans through the prevention teams of each of the nine health areas , do not fall into the hands of unqualified personnel.
This entity asks for explanations of why they are not complying with the necessary provisions for the effective implementation of these Plans mentioned above, in all SMS work centers.
From our point of view, the scope that these Self-Protection and Emergency Plans should have are destined to possible emergency situations that may occur in these work centers, in order to adopt the necessary measures, as well as the activities carried out in the application of the same and that are not being carried out.
In fact this entity is based on strong fundamentals such as the regulations in force for such tasks and that we detail below:
- Law 31/1995 on the Prevention of Occupational Hazards (Article 20).
-Real Decree 393/2007 of March 23 by which the basic norm of Self-protection of public centers is approved.
- Order November 29, 1984, approving the Self-Protection Manual for the development of the Fire Prevention Emergency Plan and the Evaluation of premises.
With all this we want to get, neither more nor less to clarify that these Self-Protection Plans, currently not made by the right people.
This association has consulted with experts in this field and has reached the following conclusion:
Need for the creation of a security department for each health area, with the figure under the command of a security director authorized by the Ministry of the Interior and dedicated exclusively to comprehensive security and self-protection, in fact this figure is the one that has the qualification, accreditation, faculty and competences necessary to carry out security management.
This entity suggests this figure under the following regulations:
- Report 2013/097 of the Central Unit of Private Security, general direction of the police.
Ministry of Interior.
- Law 5/2014, April 4, on Private Security.
- Law 8/2011, April 28, which establishes protection measures for critical infrastructures (which are also not being complied with).
- Royal Decree 393/2007, of March 23.
- Law 31/1995, on Prevention of Occupational Risks (article 20).
What this association aims to say or do with this explanation, is to give a tug on the Administration of the Region of Murcia in health matters and make you see that, when designing and organizing self-protection and overall comprehensive security of the hospitals (big forgotten in terms of safety compared to industries and factories) the laws are ignored and they say that a hospital is obliged to perform a drill every year and at the Rafael Méndez de Lorca Hospital (to name one) They pay attention to this important fact and do not do simulations.
To conclude, say that this association met with the former president of the presidency, María Dolores Pagán, to put it on record, the lady in question today has not spoken about it and our question is: how important is the Administration? to the lives of Murcians?
