The Councilor for Finance, Ana María Cánovas, assured today, at a press conference, that the latest efforts made by the City of Totana in recent weeks will help to redirect the economic-financial situation and allow to get in the way of the stabilization of debt.
The mayor has made an assessment of the measures recently adopted by the municipal government in budgetary matters and the progress that have been made by the Ministry of Finance and Public Administration to continue to advance in this area of ​​municipal management.
Cánovas has highlighted the final approval of the 2017 municipal budget after taking it to the plenary session in October and has shown his satisfaction after it was published last week in the BORM after the allegations presented by the Popular Group, which forced to take it back to full in November.
It has also referred to the signing of the loan with a banking entity to obtain the financing that allows to face the withholding of the Payments Funds to Suppliers that are being deducted from the years 2012 and 2013, respectively.
In this regard, he reiterated that these do not imply an increase in the debt and has specified that the approval by the Ministry of Finance and Public Function of the financing to cover the debt with the Mancomunidad de los Canales del Taibilla in the amount of 4,851,069.10 euros, as well as the operation to loan the amounts corresponding to the years 2012 and 2013.
The councilor of Finance has reiterated that in no case is talking about an increase in municipal debt, but it is another way of managing debt and where we find savings of more than 1.2 million euros only in interest, going on to pay a loan in 10 years, with two deficiency, and an interest that goes from 5% to 1%.
In addition, he reported that, after authorization by the Ministry, the income received by the City will go to 534,519 euros every month, compared to 265,031 euros per month that we received for the deductions applied.
He also reported on the meeting held this week, the second in this term, by Mayor Andrés García and herself in the Spanish Federation of Municipalities and Provinces (FEMP) in order to study measures that help to balance the economic situation. of the City Council.
He added that, after the approval of the budget and the measures taken with the authorization of the Ministry of Finance and Public Administration of the financial debt, it is time to specify with the Ministry the procedure to effect the payment of said debt in the long term.
As explained, Totana needs extraordinary measures by the Ministry since it presents a complicated situation in the long term to be able to cope with this situation, since the financial debt has increased due to the fall of the majority of the urban agreements, so that the City needs the necessary authorization to be able to meet its debt with conditions for 35 or 40 years.
The councilwoman has given account of the Special Payment Plan that will come into force in the year 2018 maintaining all the procedures for the payment of taxes by taxpayers, and with which it will allow users to make periodic income on account of the corresponding annual debt, in this case, to the Tax on Vehicles of Mechanical Traction, Permanent Vados, Tax on Real Estate (IBI) of urban, rustic nature and of special characteristics.
As explained by the mayor of Finance, the only condition is that the payments can not be less than 50 euros or less than 300 euros debt;
and has advanced that, for now, three forms of payment are established in order to check the degree of acceptance by users, and carries with it that does not involve interest.
Finally, he said that the taxpayer interested in taking advantage of the Special Payment Plan must request it during the previous year to which the petition refers and must indicate the payment frequency chosen;
so that it can do so in four collection installments (April 5, June 5, August 5 and October 5), in three installments (April 5, July 5 and October 5) and in two collection installments (April 5 and October 5).
