The Mayor of Totana, Andrés García, has signed the extension of the State Plan for the Promotion of Housing Rental, Building Rehabilitation and Urban Regeneration and Renewal 2013-2016 with the Secretary of State for Infrastructure, Transport and Housing, Julio Gómez- Pomar, and the presidential advisor, Pedro Rivera, to rehabilitate by 2018 a total of 80 homes in that city, for 515,000 euros.
This is the bilateral agreement concerning the Area of ​​Regeneration and Urban Renewal (ARRU) of the urban center of Totana in the Community of Murcia, whose act has taken place in the headquarters of the Ministry of Presidency and Promotion;
and has counted on the participation of other murcian alcaldes also beneficiaries.
The event was also attended by the director general of Architecture, Housing and Land, president of the bilateral monitoring commission, Antonio Aguilar;
and Laura Sandoval, Director General of Territorial Planning, Architecture and Housing of the Autonomous Community, respectively.
The same has also attended the councilman of Urbanism totanero, Carlos Ballester
The signing has allowed the signing of the financing agreement for the joint execution of the renovation of buildings and houses of the ARRU in Totana, corresponding to the annuity of the year 2017.
In this way, the Ministry of Development will contribute the amount of 180,250 euros, while the Autonomous Community of Murcia will finance with 63,087 euros and the remaining 271,663 euros will be borne by the private beneficiaries of these housing regeneration projects.
The objective of this project is to contribute to the remodeling and modernization of old houses, improving their habitability and improving the sustainability of the urban environment, so that it has been requested to expand its scope of action so that more buildings can benefit from these aid, according to the first mayor said totanero.
The beneficiaries of the aid may assume responsibility for the integral execution of the works, whether the Public Administrations themselves, the sole owners of residential buildings, the communities of owners, the groups of communities of owners and the consortia and associative bodies of management.
When the performance of the action corresponds to several beneficiaries, the aid will be distributed in proportion to the cost assumed by each one.
Those who have benefited, within the scope of action, from the aid of the rehabilitation program can not obtain funding.
Eligible works
The actions eligible for this program are:
a) The execution of works or maintenance and intervention works in buildings and houses, fixed installations, own equipment and common elements, in order to adapt them to the current regulations.
b) The execution of the following works to improve the quality and sustainability of the urban environment:
Works of urbanization and material redevelopment of public spaces such as paving, gardening, infrastructures, facilities, water supply, sanitation, energy supply, lighting, collection, separation and waste management, telecommunications and subsurface utilization.
Works to improve the accessibility of public spaces.
Works designed to improve environmental efficiency in water, energy, materials use, waste management and biodiversity protection.
c) Demolition and construction of newly built houses.
The new buildings must have a minimum energy rating B, and comply in any case with the requirements of the Technical Building Code.
Families are an "essential part" of the plan to improve the conservation of their homes, renovate their facilities, optimize energy efficiency and improve accessibility to ensure equal opportunities, in order to "increase the social well-being of families" .
He stressed that families will have access to grants and subsidies to facilitate the execution of rehabilitation or renovation of their homes.
Aid to rehabilitate buildings and homes can reach a maximum of 14,850 euros per dwelling, almost 50% of the cost of works, and includes conservation actions, renovation of facilities, accessibility and improvement of energy efficiency.
Grants allow to carry out conservation works (foundations, structures, installations, roofs, roofs, facades or other common elements), and improve accessibility to buildings by installing elevators, elevator mechanisms, access ramps or the like.
It also promotes the improvement of energy efficiency by subsidizing works in carpentry and window cladding, installing or replacing heating, cooling, heating and ventilation production and works to improve thermal insulation of networks and installation of equipment renewable energy.
The ARRUS have a dual objective: to implement measures that are environmentally sustainable and to encourage the development of new formulas of economic activity that can generate a niche market.
