The plenary of the City Council of Totana approved last night, with votes in favor of the PSOE and Ganar Totana-IU and against the PP and non-attached councilman, the municipal general budget of the Consistory totanero and the two societies PROINVITOSA and CEDETO for the year 2017 , for a total amount of 32.5 million euros.
The Mayor, Andrés García, and the Councilor for Finance, Ana María Cánovas, explained at a press conference the characteristics of the new document that was included in the proposal of the Mayor's Office, and which continues the extension of the year 2015 .
The new proposal includes the execution bases of the general budget for 2017 and the staffing table for this year, which includes the active staff credits and the number of vacancies to be filled this year.
The City of Totana has been forced to submit to a mandatory and binding report from the Ministry of Finance and Public Administration the approval of the municipal budgets, as set out in the provisions of RDL 8/2013, of June 28, urgent measures against the delays of the public administrations and of support to local entities with financial problems.
The municipal officials have explained that this budget is intended to stabilize the economic situation and start a procedure to reduce municipal debt;
and have justified the delay of its approval by the compliance requirements imposed by the Ministry of Finance and the need for permanent revision by this body.
The municipal accounts are subject and adapted to the obligations and financial and accounting structure of the Ministry of Finance and Public Administration, given the current complex economic and financial situation of the totanero Consistory.
This case is for the municipalities that present a debt volume that is object of compensation by means of withholdings in the participation in taxes of the State and that usually is superior to its non-financial income, deducted from the liquidation of budgets of the exercise 2012;
as well as for municipalities that enter into credit operations to finance the negative cash flow for general expenses.
The Councilor for Finance has explained that budgets are those "needs this council given the existing circumstances";
and has stated that the income is "very conditioned" because the Ministry forces them to be real income that will be charged with "effective collection" and also entails a reduction of expenses, working with the Adjustment Plan.
The investment chapter amounts to 1.3 million euros, of which 90% will be implemented before the end of this year, and of these 214.662 euros correspond to grants from the Autonomous Community.
These include the works of the new park in the San José neighborhood, improvements in the supply and sanitation network in several streets in the city center, the renovation of parking meters of the ORA, the acquisition of vehicles for various municipal services and the improvement of applications and computer resources, among others.
In addition, the mayor stressed the increase in social spending.
For her part, the mayor said that "these are the budgets of Ana María Cánovas, because she has been working with the Intervention services for two years, after many negotiations with the Ministry, to square them and give them the go-ahead."
The mayor said that this is a budget "adjusted and revised by the Ministry", remembering that the City Council totanero continues "intervened";
and has asked the PP to be responsible for not submitting allegations that could further delay its operation and be effective "as soon as possible."
Finally, he acknowledged that it should have been in operation "before" but insisted on the many problems and inconveniences that had to be faced in this time to "get them out", such as the complicated situation in the personnel chapter in which there was no budgetary capacity;
and has expressed its satisfaction at its initial approval.
