The Municipal Corporation shall urge the Government of the Nation to implement the measures adopted in the State Pact against Gender Violence (18/10/2017)

The four municipal groups with representation in the City of Totana have raised a joint motion to the October regular plenary urging the Government of the Nation to put into operation the measures adopted in the State Pact against Gender Violence.

This motion has been presented coinciding with the celebration of the International Day against Gender Violence next November 25, and which also includes the institutional manifesto to commemorate this day.

In the motion, the Government of Spain is requested to shorten the deadlines, and to put in place, especially, those measures that have to do with local entities and their role in the area of ​​care and protection of the women victims, their daughters and sons.

In this regard, it is urged that the budget lines agreed for the implementation of the agreements of the aforementioned Pact be urgently activated and transferred to all the administrations involved;

in this case, autonomous communities and cities, provincial councils, island councils and city councils.

In addition, it advocates the realization of various awareness activities on gender violence to be carried out in the municipality of Totana, proposed and approved by the Municipal Council of Equality.

Gender violence is a state problem and as such, to achieve its eradication, a great State Pact is needed.

To this end, a social, political and institutional agreement has been sought alongside civil society and women's organizations against violence against women and their children.

Guaranteeing a life free of violence for women, their daughters, is a priority objective for our political groups, in the trust that must also be for all the municipal groups that make up the City Council.

A society can not be called democratic if it does not guarantee the safety and freedom of more than 50% of its population.

And in this responsibility, the municipalities, as an institution closest to the citizens, have an inescapable commitment.

On July 28, 2017, the documents that collected the proposals that both Chambers agreed unanimously in the Senate and by majority in the Congress, were approved in the respective Equal Congressional Committees, both in the Congress and in the Senate. elaboration of a State Pact against Gender Violence.

It is important to note that the proposals in these documents do not cover all the initiatives presented in their entirety, but that the Pact contains those which were accepted by all the Parliamentary Groups.

From this municipal corporation we consider that these agreements are necessary but not sufficient and for that reason we will continue to claim further advances in this matter through different initiatives from the Cortes Generales, as well as from the Autonomous Parliaments and the Town Halls.

MANIFESTO OF THE TOWN HALL OF TOTANA, IN REPRESENTATION OF THE PEOPLE OF TOTANA, TO COMMEMORATE 25 NOVEMBER, INTERNATIONAL DAY AGAINST GENDER VIOLENCE

"Violence against women is a manifestation of historically unequal power relations between men and women, which have led men to dominate and discriminate against women, impeding their full advancement, and is one of the mechanisms fundamental social by which it reduces to the woman to a situation of subordination with respect to the man ".

This was acknowledged in December 1999 by the United Nations General Assembly in the Resolution by which it declared on 25 November International Day for the Elimination of Violence against Women, held annually to raise awareness and awareness of this violence which is one of the most flagrant attacks on fundamental rights such as freedom, equality, life, security and non-discrimination.

Gender-based violence is the consequence of structural inequality and lack of recognition of women, and feminicides represent the most extreme and brutal staging of inequality.

The defense of real and effective equality and the eradication of gender violence is a priority for our City Council, because of responsibility and because it demands the seriousness of the day to day reality of thousands of women and their minor children , who live in that violence and who are also killed to inflict the greatest possible harm on their mothers.

Minors who are already recognized by law as direct victims and to whom we must global and complete attention to respond to their needs and offer them specialized assistance;

judicial, social and psychological, given the serious consequences of sexist violence for their vital development.

Government action will not be enough without the co-responsibility and involvement of all citizens.

Because it is not a private matter;

it is a problem that affects, attacks and attacks not only the female victim and her sons and daughters, but society as a whole.

No one can, therefore, stay out of the fight against violence against women, because it is an evil that attacks society indiscriminately;

a detestable act that disqualifies whoever performs it and also who tolerates it.

The special incidence of gender-based violence in Spain, which means absolutely devastating gender terrorism, must shame us as a society and requires a strong global response: we must prevent attempts to justify, minimize, banalize or conceal gender violence, denounce any type of mistreatment towards women and to corner the aggressors.

Our fight against any manifestation of gender-based violence and prevention is, if necessary, more necessary as an example for adolescents and young people.

The objective is to prevent this type of violence from perpetuating, since the relationships between boys and girls continue to be built on the basis of inequality, power and submission.

Recent surveys show that more than 80 percent of adolescents know or have known an act of violence in couples of their age.

They reproduce behaviors of intimidation, personal and emotional control, physical and verbal violence or violation of intimacy, which shows the generation-generation leap from gender violence and the existence of a social resistance to put an end to this situation, violation of human rights.

It is a priority to act in the childhood, adolescence and youth to generate a process of socialization that modifies the current models of patriarchal thoughts and behaviors and for this sector of the population to banish the culture of discrimination and defend the right of women to live without violence.

In short, a change that allows the construction of a society in which there is no place for inequalities and violence against women.

The City of Totana, once again, reiterates its rejection and condemnation of this social drama and renews its firm commitment in the fight against gender violence, through education, prevention, awareness raising, awareness and assistance and protection the victims, and also calls for active struggle, social participation to develop effective and effective actions and to avoid allowing and normalize speeches that show a permissiveness to violence.

Despite the current situation, we should not be discouraged.

There are reasons for hope.

Progress has been made and more and more people, women and men, take on their social responsibility, speak out against gender violence and support the victims.

And more and more women, with their reaction and with social and institutional support, leave the circle of gender violence.
