Today more than ever we must support and support the State Security Forces and Bodies as guarantors of the Rule of Law, and for this we have requested it before the plenary of our City Council.
Since last September 20, when the Court of Instruction No. 13 of Barcelona ordered the practice of entry and registration procedures in various departments and technical bodies of the Generalitat of Catalonia, and until Sunday 1 October, the day when the illegal referendum was prohibited by the Constitutional Court, the State Security Forces have been subjected to constant harassment in order to prevent their agents from exercising their legitimate functions.
All Spanish society has witnessed through the media the enormous climate of hostility and the numerous attacks that have been suffered by the members of the National Police and the Civil Guard for the simple fact of carrying out their work and defending the State of Law.
During these days, all the citizens have been able to see how the protesters have insulted them and even attacked them, how they have destroyed their vehicles, how they have surrounded them for hours to block their exits, how they have informed through mass media of their movements within the territory of the Catalan Autonomous Community with the purpose of exposing them and pointing them out.
Facts that have motivated the Public Prosecutor of the National Hearing to file a complaint for sedition considering that would be constitutive of this and other crimes.
It should be recalled that, in the context described above, the Government of the Nation has been obliged to adopt measures to ensure compliance with the Law in the Autonomous Community of Catalonia on the basis of instructions from the Public Prosecutor to prevent the holding of the referendum illegal and also in accordance with the provisions of article 38.2 of the Organic Law of Forces and Security Corps that contemplates the intervention of Police and Civil Guard in the maintenance of public order.
The explosions of violence to which we have referred have to do with so-called hate crimes and are incompatible with any democratic system.
There is no room, therefore, for any kind of violent attitude or coercion in order to defend a political or ideological position.
Violence is simply violence, without any justification whatsoever for the purpose intended by its authors or promoters, so that all citizens, and especially public representatives, must be united in condemning all violence, without apologizing or minimizing in no facts that could harm the freedom and integrity of persons.
It is the duty and obligation of all democratic parties to reject and systematically and consistently condemn any behavior of a violent nature - regardless of the ideology in which they are protected - as well as any justifying action of the same, and show their support to the Security Forces and Bodies of the State in its work of defending and protecting the rights and freedoms of all citizens.
It is unjust and intolerable to be treated as enemies when civil guards and national police are public servants who fulfill the responsibility to guarantee the freedom of all and the free exercise of our rights.
The men and women who make up these Bodies are committed to the security of Spain and the Spaniards, and dedicate their lives to safeguarding the coexistence, security and tranquility of their fellow citizens, thus deserving the affection, admiration and respect of the set of Spanish society.
It is for this and for many other reasons why the National Police and the Civil Guard are the two public institutions that generate the most confidence according to figure in the barometer of the CIS of 2015, because thanks to their daily service we are getting Spain in one of the safest countries in the world today.
From the Popular Party of Totana we want to show our support and unconditional support to the National Police and the Civil Guard in their work to defend and protect the rights and freedoms of all citizens and especially, and from constitutional legality, sovereignty national, the rule of law, democracy and coexistence among Spaniards.
We condemn the systematic harassment to which its members are being subjected by violent acts, regardless of the ideology in which they are protected, as well as any type of action or statement that justifies, protects or diminishes such acts, rejecting consequently any antidemocratic behavior that the coexistence in peace and freedom and that tries to undermine the foundations of our democracy.
And we are fully convinced that all the mechanisms which, in defense of the sovereignty of the Spanish people and of the general interest of Spain, are attributed to it by the Constitution and the Laws, must be used with determination and firmness, as well as proportionality and opportunity.
We must act with the tools of the rule of law, against initiatives that seek, from the illegality and against the democratic will of the Spanish people as a whole, to violate our constitutional framework and the unity of Spain.
