Since when, in democracy, ask a councilor responsible for finance policy that explains its management in the Adjustment Plan is "humiliating"?
Perhaps since the council "pledge allegiance to the mayor" as under Franco?

I thought I lived in a state of Social, Democratic and Law, where Freedom of Expression, of all (including the mayor) is recognized in the Constitution.

Is not it more humiliating to the Councillor of Finance signed an adjustment plan with Mayor (with "higher taxes and privatization of water" now deplore) and within hours, the same Councillor of Finance had signed it, reject it, with the votes of the PP in plenary?
In the strict sense of political responsibility, management Adjustment Plan must be explained by the Councillor of Finance.
Or the Mayor must be listening (and silent) that the Socialists are good and he (I) is the villain who "wants to reach into his pocket totaneros"?

I'll take two sentences or so, had this wording:

Analysis of the phrase should, Pedro Saura, learn more about "the duties performed" when the PSOE and the PP have rejected two proposals for adjustment plans, backed by the technical intervention (the first, even signed by the PSOE ( Councillor of Finance) that a few hours later vote against, "humiliating" (allow the term) the mayor who was left alone (with Citizens) defending the signed hours earlier by PSOE and the same mayor.
Second sentence of Pedro Saura:
"To solve the economic problems of the City lacks the days remaining until the 26J, when Pedro Sanchez wins the election ..."
Analysis of the phrase: pure demagoguery.
Use the plight of the City of Totana (not to forget is the responsibility of the PP) is something objectionable from the point of view of reason and majority of the voters and the people of Totana.
