The Regional Management of the Cadastre will no longer apply from this year assessed values ​​of IBI in the reclassified from rustic to urban that have not been developed urbanistically in the town of Totana soil and affecting bags of concrete floor in areas of Pears, camping and urbanization "La Paloma" gap towards Lorca.
The Mayor of Totana, Juan José Canovas, and the Councillor for Finance, Ana Canovas, explained the result of a meeting held last week with the managing director of the Cadastre in the Region of Murcia, Justo Parejo, whom the City Council requested , after approval in the February plenary session, the adequacy of urban IBI values ​​and undeveloped land reclassified.
So, henceforth it will consider a sentence of May 2014 the Supreme Court on all areas that are affected for reclassification via planning agreements or Partial Plans in order not to apply the corresponding property values ​​and increased IBI until developments or investments in affected soil bags will not occur.
Municipal officials warned that this was a difficult situation for landowners reclassified by General Plans, Subsidiary Regulations or the signing of agreements Urbanísticos on land that once were passed rustic and urban development after them.
This situation led to landowners, mostly rustic, were seen heading for a big tax burden without expectation of any expected gains.
The mayor explained that this fact produced "unfairness" and for this reason, the municipal government advocates its correct application when you begin to realize the development or management to make, in any case, investments in infrastructure concerning the developments previous.
He also recalled that there are paths Supreme Court rulings and other pre-High Court of Extremadura which ruled in favor of landowners and against the administration that kept the charge of urban IBI on reclassified land.
With this measure the sentence fits the real situation of the municipality of Totana, both in the current planning discipline and future projections;
and he recognized that this reduction in IBI negative impact on income tax at City Hall but "a situation clearly wrong with the owners of these lands is solved."
