Totana City Council will ask the Ministry of Health of the Autonomous Community of Murcia that, as soon as possible, operate the Health Councils Area and Basic Health as bodies for effective community participation in the Public Health Service of Murcia.
This was recently approved unanimously totanero full Consistory, a proposal of a motion by the Socialist Group totanero.
As stated in the proposal, social and community participation in public health services is essential for citizens and users of health know firsthand health planning, contribute ideas and suggestions, control health programs that affect them and protagonists ultimately feel.
Both the General Health Law (Law 14/1986 of 25 April), as the Health Law of the Region of Murcia (Law 4/1994 of 26 July) general principles recognized in their community participation in Public Services health in response to the formulation of health policy and control the execution of it.
The Health Act Murcia has as community participation bodies called Health Councils both at regional level (Regional Health Council) as the Area Health Councils and Basic Health Zone.
Its functions and composition are determined in the above standard, with the important characteristic of being fundamental to social participation especially of local economic corporations, social organizations, professionals, neighborhood associations, users, chronically ill, and so on.
Despite the time elapsed since the enactment of the Act, in the region of Murcia only it has been operating on a regular basis the Regional Health Council, time since neither the Health Councils Area or Health Councils Zone have been working.
A timid attempt in 2012 of a draft decree on the composition and functioning of the organs of citizen participation in the public health system was regulated Murcia has been the only advanced.
In the Regional Assembly it has been many initiatives both in the form of motions or amendments to budgets aimed at achieving community participation is a real and effective time all organizational and territorial levels within the structure of the Public Health System Murcia;
but there have been political commitments and promises that have not come true.
