The mayor, Juan José Cánovas, has raised a proposal to the January plenary session to address the modification of the Municipal Organic Regulation (ROM) of the Totana City Council in relation to the Questions and Answers section to encourage control over the municipal government in power. In the ordinary session of last December 30, unanimously, the corporations already considered it appropriate to modify article 46 of the ROM to regulate the debate of the requests, in order to strengthen the control of the municipal government bodies. Article 46 of the ROM refers to the development of the sessions and specifies the nature of the interventions of the Councilors in the plenary debates. The Mayor's Office proposal states that "the request is the formulation of a proposal for action addressed to a municipal government body, in such a way that those that are formulated during a plenary session may be debated, but may not be voted on" . In addition, it is indicated that “the answer to the requests may be made either in the same session, or in the immediately following session, at the discretion of the body that must answer.

In any case, when the answer is produced, the debate will take place, which will consist of a new intervention by the person author of the request, followed by an intervention by the government team, both with a maximum duration of three minutes, after which a it will end the debate ”. For its part, the same proposal indicates that “the question is any question posed to a governing body during the plenary session.

The questions that are formulated may be answered either in the same session, or in the immediately following session, at the discretion of the body that must answer ”. Likewise, it is specified that "in any case, requests or questions that are formulated in writing two working days before the plenary session, will be answered ordinarily in the session or, for duly motivated reasons, in the following one".
