| Juan José Cánovas: "I think the people want to see their representatives united in essentials" | Lately I observe some attitudes that shock me and I can't help being curious about who practices them.
To give an example, the day the Regional Government decides to confine Totana, returning to Phase I, a demonstration is organized "against the Mayor, demanding his resignation" for a decision that he has not adopted. At the same time, the Totana Regional President visits and those same who bellowed against the Mayor, come as "meek" to receive him to express the due respect that corresponds despite the direct aid from the Autonomous Community to Merchants and Hoteliers of Totana, to date Today, they have not arrived "nor are they expected".Without going any further, yesterday in the Congress of Deputies there was an important vote.
It was a matter of validating a Decree Law on the remnants and savings of the City Councils so that they could be used by the Corporations in this exceptional situation, according to an agreement of the Federation of Municipalities and Provinces with the Ministry of Finance. This Decree did not satisfy some municipalities that protested legitimately.
In the case of Totana, it benefited us because we could have almost 2 million euros of the surplus of the Budget Exercise in 2019 and use it to help reactivate the local economy and fight against the Pandemic.Well ...
In the vote, PP, VOX, Ciudadanos a Bildu, Basque Nationalists, Independentists "who want to break Spain" and Republican Esquerra of Catalonia joined to overturn the Decree that benefited the residents of Totana against the PSOE and United We Can.The curious amalgamation of parties (Extreme Right and those they call terrorists together, for example) only limited itself to rejecting the Decree Law without giving a single alternative with what that means for this people, which is what interests us directly.A few hours later, there is a vote in the plenary session of the Totana City Council rejecting the Municipal Budgets Project, leaving Totana without budgets in 2019 and - like the Congress of Deputies - without proposing an alternative or amendments to despite a long period of study of the numbers and several meetings in which all the documentation has been passed to the Municipal Groups. The great novelty is that the Totanera Extreme Right or the "Brilliant Managers" of the municipal accounts for 12 years, were joined by the 5 councilors of the Socialist Group to, I imagine, "Give a correction to the Mayor for having won the municipal elections in the past elections".It is already known that in the electoral campaign everyone wants to govern and "The mayor has to be the one with the most voted list" or in the case of the PSOE, to govern alone without the "hassle" of Ganar Totana after a vote in the investiture.
These recipes were valid in the campaign but when the polls were opened, they changed their criteria. If the most voted list was that of Ganar Totana, they no longer liked it and then they had to block the City Council as it was, first increasing by 75% the allowances for attending plenary sessions for the opposition with their 15 votes, including that of "Save Totana" .But let's go back to the coherent vote last night in Plenary: The 15 councilors (VOX, PSOE, PP, Citizens and Platform), vote against the Budget Bill without presenting amendments or a single alternative.
It's no wonder they didn't have it when it was time to do it.It is already known that when a debate on budgets arises, those who do not agree, present amendments or an alternative budget (That is what some of us have done in the long years of opposition to the right) and that did not happen yesterday.
Perhaps because presenting amendments means saying where the money comes from or is taken from to do what we would like? Why is there no alternative other than blocking? Why is it difficult to "portray" yourself? It is criticized "that everything is being done wrong".
But the truth is that the City Council is not stopping paying Social Security, the Treasury, the Taibilla, it has made great progress in paying suppliers, strikes by workers of service concession companies have gone down in history since 2015, they have been in the face of the sentences dragged from that time (2004-2011) and today they see us with respect even the Banks that 5 years ago had several loan payments in arrears for not meeting their obligations. The attitude of the PSOE that joins VOX and its "cousins" again in a vote that I understand seriously harms the people of Totana seems at least curious.
In addition to having tried to dialogue with everyone to seek consensus, with the PSOE (Due to "ideological coincidences") I have tried to negotiate since May to reach an agreement on budgets. In June of this year, in a meeting held at the Mayor's Office, the PSOE Spokesperson told me that "her Group had decided not to negotiate the Budgets." A little incoherent that they now state that I have not wanted to negotiate. Some "Arguments" wielded by the PSOE last night:"They are not dates to present the budgets in September."Let's review the history of the recent Municipal Budgets when the responsibility of the Treasury was of the PSOE:Budgets 2015: Approved in September of that year.Budgets 2016: Approved in the month of November of the same year.Budgets 2017: Approved in October of that same year.Budgets 2018: Approved in the month of September.Budgets 2019: Applying what they defend now, June passes (6 months with the responsibility of the Treasury the PSOE) and they do not present them for approval, which are definitely approved in September 2019.You can see the coherence of a left-wing party that I don't know if you understand their voters very well when they see them coincide with the extreme right in blocking votes without alternatives.
Maybe planning for the future? And finally, I find it very curious to listen to a councilor who "gives us lessons in morality and defense of the public," say that the PSOE are the champions of the public and "they are not going to allow the privatization of the Water Service" that the same PSOE privatized in 1987 when it had an absolute majority with the support of the PP in plenary session. But it is much more curious that that same councilor, proposed to me in writing (which I still have) that "the Municipal Water Service be awarded by finger to a company with names and surnames", privatizing what it now claims to defend.Anyway ...
If you have been able to get here, draw conclusions.Good day.Note: In the photo, some of the Items Proposed by the Mayor in the 2020 Budgets that were rejected, last Thursday night by 15 votes against (PSOE, VOX, PP, Ciudadanos and Now Totana) and 6 votes in favor of the councilors of Ganar Totana IU.Juan José Cánovas, Mayor of Totana
