The Plenary Session of the City Council of Totana last night agreed unanimously, to initially approve the draft Regulatory Municipal Ordinance of Regular Urban Public Transport for Special Use in the City of Totana, and submit this agreement to public exposure for a term of thirty days by announcement in the Official Gazette of the Region and in the Notice Board of the City Council.
In addition, it was approved, with the votes in favor of all the groups with the exception of C's that abstained, to modify the conditions of loan no. 807519669292 with Banco Sabadell, passing the expiration date of 01/15/2026 to 15 / 07/2021;
and allocate the settlement surplus of the 2018 fiscal year to the debt repayment of the reference loan with said entity, understanding that it is the most appropriate to amortize part of the debt, since it is currently the one with the highest interest rate .
In this regard, it was decided to recognize the obligation for an amount of 1,244,768.33 euros in favor of the Banco Sabadell Bank to apply partial amortization, with interest expenses included arising from the reimbursement.
The corporations gave the green light, with the votes in favor of all the groups except Vox that abstained, to the approval of the draft of the collaboration agreement with the Ministry of the Interior for the execution of labor penalties for the benefit of the community, and communicate the agreement to the Service of Management of Penalties and Alternative Measures of the CIS "Guillermo Miranda" of Murcia for processing to the General Secretariat of Penitentiary Institutions, and the corresponding municipal services.
In addition, the motion to win Totana-IU, unanimously, was approved for the City Council to adhere to the Spanish Network of Healthy Cities.
Similarly, the green light was unanimously given to that of the PP to urge the government team to carry out as soon as possible a new specification to start the operation of the Bar-Cafeteria service in the municipal park , which should be prepared within a maximum period of one month;
and give urgent and necessary orders to proceed with the drafting of said specifications.
It was also agreed, unanimously, the motion of the Popular Group so that from the technical services of the City Council an immediate valuation study be carried out, in which the economic amount that involves an action of arrangement and maintenance of the roads and Streets of the Municipality, which includes in addition to the sign the vertical and horizontal signage of the same;
and that the item resulting from said valuation be incorporated into the 2020 budget in order to carry out the necessary immediate actions.
It was agreed, unanimously, at the request of the PP, that a commission be created to carry out a study on which areas and how they can be pedestrianized, also considering the variations and alterations that traffic would suffer and its possible solutions .
The Plenary approved, unanimously, the motion of the PSOE to request a report from the Local Police on the feasibility, from the point of view of traffic regulations, on the modification of the road signs so that from the Rambla bridge From the Cemetery to the traffic light of the intersection of Juan Carlos I Avenue with Alhama Street there is only one lane in the exit direction and two lanes in the direction of entry, one of which is a mandatory turn to Alhama Street and the other is to drive straight down the avenue Juan Carlos I.
The Municipal Corporation unanimously agreed on the motion of the Socialist Group to urge that at the Fair of Attractions of the Patron Saint Festivities, as well as in the successive editions, be established, at least, a few hours on a given day under conditions that prevent alter the visual audio sensory state to which this group can be subjected.
In the same motion, it is decided to urge the City Council so that those responsible for the fair meet with associations dedicated to this type of neurological disorders together with the traders to agree and determine what day and hours this initiative will be carried out;
as well as request that this initiative be supervised, evaluated and valued by those who will develop it in order to improve this experience, both those who enjoy it and those who collaborate with it, especially by associations that know the peculiarities and needs of people with Autism spectrum syndrome, epilepsy and other neurological disorders.
Also, the green light was given to the motion of the PSOE, unanimously, to urge the Department of Finance and Transportation to conduct a cost and frequency study to implement a direct bus transport line to Rafael Méndez Hospital;
and request the General Directorate of Mobility of the CARM, and the City Council of Totana to sign an agreement between both administrations in which apart from being reflected the authorization to implement this regular bus line, the level of collaboration is also reflected economic between them.
In the same way, the Plenary approved the socialist motion, unanimously, to initiate the debate and the necessary work within a working table of the City Council that includes the relevant technicians, Local Police and affected groups with the objective of preparing the corresponding regulations that at least include the authorizations, conditions of use, assurance and limitations of movement of Personal Mobility Vehicles (VMP) in the municipality of Totana, in order to guarantee the safety of all users of urban public spaces of the city.
Finally, the motion of the Mixed Group was approved, with the votes in favor of all groups except the abstention of Vox, to urge the Government of Spain to modify the corresponding precepts of Royal Legislative Decree 8/2015 and all those norms related to it, to equate the rights in the access to the widow's pension of the de facto couples with that of the civil marriages.
In the same proposal, it was required to urge the Government of Spain to approve, within a maximum period of one year, a Bill of De facto Couples Act that incorporates in the Civil Code a regulation of the regime of de facto couples applicable in throughout the national territory, as well as incorporating the appropriate modifications in other norms to avoid any legal discrimination of de facto couples against marriages because of their marital status or the nature or formality of their relationship, when the rest of the requirements established in each case concur
