The Mayor of Totana reflects on the current state of PGOU (09/01/2016)

(Some ideas and opinions on the General Urban Plan are not intended to be "absolute truths or settling of scores" and if a "provocation" to reflect together. I invite you to)

It would be like start-, remember that the General Plan was approved in Totana, neighborhood rejecting allegations by the PP with absolute majority.

Respect who freely finish all political groups in the "same boat", but I disagree deeply with this conclusion.

What we have at this moment to resolve outstanding are several weaknesses, which the Ministry of Development, requested are remedied.

These deficiencies are not material to the Plan and is only a technical issue.

According to the municipal technical writers Plan and what we have seen with our representative in the Bureau of Labor (Antonio Murcia) and several urban professionals.

Our vote against (the present-day TOTANA WIN), when the General Plan is approved, and other "minor" issues, has argued for planning agreements and its disastrous consequences.

The General Plan, if finally approved, must be immediately revised to adapt it to the Land Law and perhaps this is the time to undertake modifications as Alhama did.

Modify the Plan is not the same as being without General Plan.

I remind you that there are more than 400 pending licenses (its economic impact is very important) to grant the approval of the General Plan and other issues, not least, they are harming the future planning of our town and the interests of farmers and other entrepreneurs totaneros.

Urbanísticos Conventions signed by the PP and spent the money paid, they are the biggest drag to unblock the situation.

Several agreements have been canceled.

For Justice (Nuaria in Raiguero, by judgment of Totem), the Espuña, Llano de las Cabras, Cabezuelas ... that were rejected by the Environmental Impact Statement and have been eliminated by the current General Plan.

In these cases, there are several million would be returned to the conveniantes and municipal funds have not, because the PP is spent and do not explain why.

The pursuit of political and social consensus is essential in this case.

We can not go about undoing what others have done.

The search for meeting points for the final Plan has viability and long journey, it is critical at this sensitive time.

What to do with Conventions which are still in force, in most cases, conveniantes claim their money because they consider unviable?

Perhaps treating this very serious problem, it should be in a first phase, "reserved matter" to safeguard public interests over private ones.

Those who gave money, betting on a corrupt model can not determine the current representatives citizens.

They have their right to refund.

But they must understand the current situation of the City, which they (the conveniantes) not assessed at the time.

Corruption was seen to clearly denounce and some may not be profitable and they should have taken into account.

Infrastructures dependent Conventions are another problem that should be addressed in the revision phase of the General Plan, with prior consensus of the political and social forces.

In my opinion, it would be appropriate to question the "Model City and Borough we want for the future of Totana".

A debate that has not been possible for the existing misunderstanding and the closure of the PP with absolute majorities in 12 years, prevailing speculation or fast bastard enrichment or above the public interest.

Design a development model not very long term (20-25 years) who do not condition the properties as many years, taking into account the changing reality we live now and in the short to medium term.

Directing a first phase in which priority is given to the rehabilitation of neighborhoods and districts, without rejecting new partial plans.

Consolidate the town and the most deteriorated neighborhoods, is a vital necessity if we make an attractive, friendly and livable town.

We have a great responsibility and we should be up to the events, overcoming old quarrels of the past.

But without forgetting the actions that have led to this serious situation.

We need a General Plan and we can not "afford" to stick around, wasting time while neighbors, professionals and the economy, "cry", rightly, a General Plan that in a first phase could be the "lesser evil".

But surely to suit present needs and future.

I hope these thoughts, give rise to a debate that makes us face the situation and we can get the Broad Consensus reasoned that guarantees the continuity of the Plan and Planning, com alive and changing to suit the reality and future needs.
