The PP will ask at the October plenary session at the Segura basin construction and channeling Lébor Dam to prevent the incidence of floods by the effects of heavy rain and possible reuse of flows.
Councilman Diego Muñoz noted in the motion that Totana is located from the standpoint orographic also in a basin of water regime naturally between Espuña Regional Park and the river Guadalentín, and is crossed by numerous wadis, whose open channels in torrential rains caused extensive damage to areas of mouth.
Watersheds in Natural hydraulic regime, as is the case of Totana, offer risk elements that may have consequences for the population and their property.
Among these, the area covered by the Rambla de Lebor often causes extensive damage on totanero field.
The Lebor boardwalk, where this project is located, contains in its upper reaches flows from the Sierra Espuña, directing north-south to Guadalentín River, the main tributary of the Segura river on its right bank.
There is a resolution to this project, from June 1, 2009 the Secretary of State for Climate Change, which is formulated in the negative environmental impact statement of the proposed dam Lebor, concluding that the project would cause adverse effects expected very significant on the environment in the area.
As stated in this resolution, these proposed works would impact directly on the habitat landscape, making an impact on the fauna and flora of the area, some of which are protected and included in the Red Natural 2000.
The councilman said in the motion that it is time to discuss and reflect on the formula to make consistent and balanced generate negative effects on the environment this infrastructure or avoid material damage that cause floods occur whenever these temporary .
