The Youth Council recalls that it is accessible to the aid of 386 euros for young people aged between 18 and 25 who wish to obtain a driver's license, type B, and who are unemployed.
The councilman of Youth, Juan Antonio Scope, will be recalled that 300 young people who may obtain such aid under the campaign to facilitate obtaining a driver's license to young, preferably, unemployed, or children whose parents are unemployed, while sector is encouraged to driving school and the car itself.

REQUIREMENTS OF BENEFICIARIES (BASES)
Be prerequisites for obtaining the status of recipient:
- Be between 18 and 25 years of age.
- Be registered in the town of Totana.
- Meet unemployed for a minimum period of three months.
- Have signed a training contract for obtaining driving license any of the driving schools in Totana attached to the program.
- Sign a personal commitment of acceptance of rights and duties and conduct themselves in a respectful of traffic rules and road safety in the year after obtaining the permit.
- Not to be subject to prohibition for beneficiary status under the provisions of Article 13 of Law 38/2003 of November 17, General Grant.

APPLICATIONS
The submission of applications, once completed, should be conducted in the General Register of the City of Totana (Citizen Service), c / Mayor Sevilla, 1 in the manner provided in paragraph 4 of this announcement.
The presentation will involve aid application for authorization to the competent body (Youth Council) to obtain public or private bodies as it considers appropriate, the necessary documents in order to accreditation of the data collected in the application.

DOCUMENTATION
Shall accompany the application form, Annex I, the following documentation:
a) Copy of National Identity.
b) Certificate of registration.
c) SEF certificate attesting to the continuous period unemployed registered, which must be at least three months.
d) personal commitment of the beneficiary, according to Annex II.
e) Copy of the training contract signed by the beneficiary and the driving school.
f) Responsible Declaration of being up to date with its tax obligations and Social Security.
3.
RIGHTS AND OBLIGATIONS OF RECIPIENTS
The beneficiaries of this assistance shall enjoy the following rights:
- To receive ten lectures on road safety in a driving school attached to the program.
- To receive an amount of 286 euros in aid for obtaining driving license, to be paid in two parts.
Beneficiaries will have the following duties:
- The personal attendance to all lectures during the training period at the driving school.
- Provide justification, through the transfer of a certificate, according to Annex III, that has attended training classes.
- Get your driving license within a period not exceeding six months from the granting of aid.
- Justify the aid as provided in these rules and regulators.
- Submission to the actions of testing, monitoring and inspection of the implementation of the grant.
4.
DRIVING SCHOOLS
The driving adhered to the "Program of support for young unemployed aimed at obtaining a driver's license are the following:

- Santa Eulalia Driver
- Stop Driver
- Driving School on Wheels
5.
FINANCIAL AID AND PAYMENT
Aid granted for a maximum of 60,000 euros is financed from a budget line for such purpose in the 2011 municipal budget.
The amount for each beneficiary will be EUR 286, payable in two parts as follows:
1.Transferencia 186 euros after having undergone the first theoretical proof and has attended the classes of road safety, must first demonstrate to the City Council of Totana.
2.Tras one year has elapsed since obtaining a driving license and verification of the absence of sanctions that result in loss of points, shall be satisfactory if the income of the remaining $ 100, the recipient must submit to the City of Totana a document of the Traffic Department attesting to the absence of such sanctions.
Bank transfers will be made to the account number to facilitate the beneficiary, who must be the holder.
6.
PROCEDURE FOR GRANT AID
a) Applications
If the request does not meet the requirements of the notice may be required for submission of missing documentation or remedying the defects found, indicating that if you have not done so by withdrawing the request.
b) Deadline for submission of applications
The filing period will run from January 3 until September 30, 2011.
c) Instruction
Applications will be evaluated by an evaluation committee to be composed of the Youth City Council or his representative, the Coordinator of Youth and a municipal.
It will take into account compliance with established requirements, the delivery order and the existence of budget balance in the City Council authorized for this purpose.
d) Resolution
- Resolution time is fifteen days from the filing.
- The decision taken shall be notified to the applicant.
- The decision granting the aid shall contain at least the following entries:
• Name of the Beneficiary.
• Level of grant and payment.
• Conditions which apply to the beneficiary.
• Time limit and form of justification for the help.
- Will cause the rejection of the request has been exhausted the budget of the City Council authorized for this purpose.
7.
LOSS OF SUPPORT
If it is found that the data contained in the application or documentation submitted does not conform to reality, reject the request.
Will cause loss of aid:
• Failure to meet any of the requirements.
• The failure to obtain license within six months following the grant of aid.
• Existence of strong sanctions to losses committed by the same points during the year after obtaining the license.
8.
JUSTIFICATION FOR HELP
Beneficiaries must justify the use made of the total aid by submitting the following documents:
1.Certificación having undergone the first theoretical proof for receiving the first part of the support (186 euros) and the driving school certificate attesting to have attended the classes of road safety, according to Annex III.
2.Copy driver's license once obtained.
3.Documento the Traffic Department attesting to the absence of sanctions that have led to the loss of points during the year after obtaining a driver's license to receive the remainder of the aid (100 euros).
9.
REPAYMENT OF THE AID
Shall the reimbursement of sums in the following cases:
1.Obtención aid without meeting the conditions required.
2.Incumplimiento the purpose to substantiate the granting of aid.
3.Incumplimiento of the obligation of justification.
4.Negativa or obstruction to control actions by the licensing authority or body controller.
10.
ACCEPTANCE OF TERMS
The presentation of the aid application by the person concerned constitutes acceptance of each and every one of these bases.
In matters not provided in this notice will apply the following rules:
