The neighbors choose to build a playground in the San José neighborhood and refurbishment works on the streets of Moratalla and Sucre. Within the process of participation and public consultation of POS'2017 (29/03/2017)

The neighbors of Totana have finally chosen the construction of a children's playground in the San Jose neighborhood and different paving works on Moratalla Street and change of supply and sanitation in Sucre Street, respectively, within the participation process And public consultation of the Works and Services Plan (POS) of 2017 in this municipality.

The mayor, Juan José Cánovas, and the councilors promoting this initiative of Services to the City and Infrastructure and Citizen Participation, Victor Balsas and Agustín Gonzalo Martínez, have reported on the outcome of the public consultation and the details of the selected projects.

The chosen projects, considered more necessary by the citizens, will be presented to be financed from the budgets of the POS of the Ministry of Presidency of the Autonomous Community of the Region of Murcia, for which the City of Totana has been assigned 214,662 This year.

The interested neighbors of Totana have been able to give their opinions from March 6 to 19 in the participatory process in the framework of the campaign "You choose" that have jointly promoted the councils of Citizen Participation and Services to the City.

The POS focuses on improving infrastructures and basic equipment of the municipalities of the Region of Murcia with a population of less than 50,000 inhabitants, cooperating economically with the municipalities of the Region to improve basic infrastructures and facilities of municipalities.

The projects presented by the City Council must meet the objective of meeting the deficits in infrastructure and services of municipal competence and have a process of citizen participation in the selection of them.

As a result, the City Council had preselected eight projects that were aimed at improving deficits in infrastructure and equipment in the municipality, submitting it to public consultation so that it was the citizens who chose the projects they considered most necessary for the municipality.

Participatory procedure

To this end, a public consultation process was launched, which was carried out through two instruments of data collection:

An online survey was carried out to guarantee the participation of the entire population, which was structured in several sections, collecting general data of the participants (DNI, age group, gender, nationality), the 8 projects preselected by the City Council with the (Nothing necessary, little necessary, necessary, quite necessary and very necessary) and a section of opinions and suggestions for each of the projects.

In addition, a face-to-face survey was established, in paper format distributed among citizens and groups, offering the possibility to participate to those who did not have or did not know the management of computer media.

In this case, four points were set up in which some mailboxes were placed to deposit the surveys in paper format, which were the Citizen Service, the Sociocultural Center "La Cárcel", the Department of Infrastructures and Services and the Center Social "Juana Serrano" in the hamlet of El Paretón.

Likewise, a support service was provided to complete the survey at the Centro Cultural Sociocultural "La Cárcel" from 6 to 17 March, from Monday to Friday, in the morning, from 11:00 a.m. to 2:00 p.m.;

And Thursday afternoons from 6:00 p.m. to 8:00 p.m.

Likewise, as explained, several associations and groups of the municipality also distributed surveys between their neighbors and associates in order to expand citizen participation in the process.

Nearly one thousand surveys

In the public consultation, a total of 916 surveys were registered, of which 417 were obtained through the face-to-face modality and 499 through the online mode, of which 817 were valid;

To which must be added 99 that have been null for duplicate data, incomplete or erroneous.

From the study conducted by the Department of Citizen Participation shows that 53% of the participants were women and 47% men;

And 50% of the participants are between the ages of 30 and 49 and are of Spanish nationality.

In addition, the participation by foreign citizens has been of 5%;

And the membership of the participants to groups and associations has risen to 16%.

Result of the 8 pre-selected projects

The project that has obtained the largest number of supports has been the construction of a playground in the San José neighborhood obtaining 21% of support (1,589 points).

Then, in second place, there has been a greater number of supports, with 17%, (1,308 points) paving the streets of the municipality more deteriorated and construction of traffic control gazebo at the junction between San Antonio, San Francisco And Santomera.

Third, with 15%, (1,126 points) would remain the project of the rehabilitation and conversion of the "Marcos Ortiz" Auditorium.

Next, the neighbors have chosen, in the fourth place, with 12%, (965 points) the project of completion of the sidewalks of the Juan Carlos I Avenue between the roundabouts of the "Donante de sangre" and the "Kabuki".

Fifth, with 12%, (941 points) would be the improvement of access to the Public School "Guadalentín" of El Paretón;

Followed with 10% (756 points) the construction of toilets in the fairground.

In seventh place, the consultation includes 8% (608 points) the installation of public lighting in various roads of the municipality (roads of Stone the Viper, Deposits, Los Secanos, and so on);

And finally, it would be with 5% (370 points) the construction of roundabout in Camino Viejo-Hinojar in Lébor.
