Mayor of Totana (Extraordinary Plenary: Proposed Mayor's Office deficiency deficiencies provisional approval PGMO)]

"THE GENERAL PLAN OF URBAN ORDINATION"

"I observed characters that while the General Plan of Totana Project was evolving, thanks to the dialogue and the commitment of many people, they stayed in 2007, with the grudges and vendettas pending settlement, while others made an effort to look forward And transform a reprehensible document, by another much more suitable for our people, although it remains imperfect and still much to improve.

And it is that the spiteful (in politics and in life) only moves that: The Rencor that does not let them evolve and look forward.

Politics and life (as I see it and I think we agree in Ganar Totana) is to look ahead, overcome old hobbies and resentments, and think of people who demand solutions, from the logical confrontation of ideas so necessary in democracy.

This Plan is not the corrupt General Plan of then.

This Plan has fallen heavily on the road and have improved other important sections.

The most palpable evidence is the same attendance of the Public to the plenary held last night at an appropriate time to facilitate the attendance of people interested in the discussion of the General Plan.

After a strong media campaign on heights and "various calamities," I am convinced that yesterday, among the public, more people who wanted a General Plan than those who rejected it.

Of course, in the opinion of an opposing spokesman, "not even those present in the Plenum knew the very serious damage that the General Plan would ..."

Treating people with the ignorant is a statement as gratuitous as absurd, typical of a wise man who emulates the Carthaginian.

The character of "fine print" and "in possession of absolute truth".

Tell me what you presume and I'll tell you what you lack ..

But what do the thousands of totaneros that do not go to Plenary last night think?

That is the obligation of politicians: Interpret what citizens can think or demand from the interest of the public that is always at a higher level than the private.

Now, after the publication in the BORM, there will be a period of allegations.

I would advise people to inform themselves before signing allegations for the sake of rigor that should govern legal acts or opinions.

After being informed, if they consider it, they must present allegations with all the legitimacy of the world.

Although I discuss the heights, I consider it a "smokescreen" that tries to cover what is actually played in the General Plan, it is not bad for us to know if the proposed heights harm or benefit us (in particular) .

Possibly, if we inquire, we would take many surprises, as some people took with the "rusty horn" last night in terms of assistance from the "angry masses because they will touch the pocket ..."

Here are some reasons why winning Totana, who has been in the dialogue, believes that Totana must have a General Plan and the characteristics of the approved last night:

1. The PGMO takes 12 years of processing and it is very necessary to finish this cycle.

2. Eliminate legal uncertainty and attract investment.

Other municipalities with the approved PGOU are "eating the land".

3. We are the largest municipality in the region of Murcia without PGMO, practically all the municipalities of our number of inhabitants have PGMO.

4. We are working with NN.SS of the year 1981 with multiple modifications.

It is not adequate to the current legislation, provoking conflicts and insecurities that suffer the citizens and the economic development of the municipality.

As an example, since the minimum surface area for the construction of a dwelling on the non-buildable NNSS floor (which occupies almost the entire municipality) is not available, it is 20,000 m2, including areas where NNSS Lower surface, 2,500, 5,000,10,000.

This implies the practical paralysis of housing construction in rural areas.

5. The documentation of the PGMO is clear, complete and adequate to the current legislation, so that it is more accessible to the general public, and solves multiple issues not included in NN.SS.

6. It allows to publish a single document in the Municipal Web, with all the unified urbanistic information.

It contributes greatly in the planning of personal and business projects as well as in the processing of the same ones

7. It contemplates the provision of infrastructures necessary for the development of the municipality:

7.1.

Lebor ravine blocking

7.2.

West ring road

7.3.

South Ring Road

7.4.

Extension of the roads of the vineyards, La Huerta, La Santa

7.5.

Extension of the sports path and solution of conflicting points in municipal roads.

7.6.

Forecast of soils for implementation of hydraulic infrastructures, and of other type.

7.7.

Soil forecast for the expansion of the municipal wastewater treatment plant.

7.8.

Incorporation of the route of the AVE.

7.9.

Provision of sufficient green areas for projected residential building.

7.10.

It contemplates the extension of the municipal cemetery.

8. The conditions are established so that the development of the urban environment allows the regeneration of the urban helmet.

9. The growth of the hull is planned with suitable building typologies.

10. The order of the Paretón is incorporated, without which the licenses could be paralyzed in an urban helmet with more than 1500 inhabitants.

11. The law of the land adapts the urban classification of rural areas, enabling their management, consolidation and growth.

12. The areas of specific protection are protected.

12.1.

Espuña.

12.2.

Saladares of Guadalentín.

12.3.

Sierra de la Tercia.

12.4.

Level the goats.

13. Mountain areas, landscaping, etc. are protected;

Cabezuelas, Aguaderas, Sierreica, Cabezo Gordo, Environment of the plain of the goats, Los Yesares, etc ...

14. Protects the agricultural area, essential to ensure the economic viability of the most important productive sector of the municipality at this time.

15. The areas of archaeological and paleontological protection are identified and updated;

As well as the properties cataloged.

16. The industrial land of the municipality is ordered according to the autonomous guidelines, enabling the growth and implementation of new industrial activities.

It is possible to organize the industrial activities in the margins of RM-609.

17. Measures are included to promote commercial activity, delimiting a large area in the center of the urban area.

18. It is possible to create a leisure area in the vicinity of the town.

19. It is possible to organize the conservation of orchards through the implementation of special plans.

20. It is possible through the first transitional provision of the regulation to open a period for the legalization of livestock activities.

21. The opening of a period for the legalization of isolated single-family dwellings, agricultural constructions and activities is made possible through the second transitional provision of the regulations.

22. The PGMO will have a positive effect on the municipal coffers and on the general economy of the municipality.

23. Territorial differences with respect to the 2008 PGMO document

23.1.

Extensive areas of land that can be developed are removed, being declared as non-developable land: Raiguero, La Sierra, Los Secanos, Las Viñas, part of the agricultural area to the north and south of the A7 motorway.

Having passed non-sectorized residential development land from 48.3 million m2 to 17.4 million m2.

23.2.

The majority of urbanized land sectorized by means of urban development is suppressed.

Having moved from 18.7 million m2 to 3.5 million m2, which means going from 6.48% of the municipal term to 1.24%.

The area subject to sectorization derived from the signing of urban development agreement has been reduced by 81%.

23.3.

The hull environment is sectorized, programming its growth and generating the necessary endowments to mitigate the deficit of the urban hull.

23.4.

Urban heights are adapted to the needs and possibilities of these on the basis of ensuring sustainable development.

23.5.

It is possible to maintain the minimum plot of the orchards area in 2,500 m2 as contemplated in the current NN.SS.

And the area of the orchards is extended until the rambla of the arches.

23.6.

The condition of special development land is collected from part of the orchard area and the drylands, as well as from the area of the Aramillejos, making it possible to build on plots of 5000 m2 and 2500 under a transitional regime.

23.7.

They are classified as unsuitable urban land to preserve them from urban development.

23.8.

A clear and adapted regulation is established to the specifics of the municipality, that incorporates a regime of uses according to the characteristics of each one of the zones.

23.9.

It reduces the disproportionate surface area of industrial development land by adjusting it to a coherent area according to the regional guidelines. "
