The mayor finishes his round of meetings with the Parliamentary Groups in the Regional Assembly (08/11/2016)

The Mayor of Totana, Juan José Cánovas, today concluded his round of meetings with officials of the four Parliamentary Groups in the Regional Assembly in order to address issues that directly affect this municipality, and among them the economic- Municipal finance after the definitive approval of the Adjustment Plan by the Ministry of Finance.

The councilor, accompanied by Councilwoman Antonia Camacho, has today maintained contacts, in this order and separately, with the leaders of the parliamentary groups Podemos, Citizens and PSOE.

In this way, he met with Óscar Urralburu, Miguel Sánchez (also the municipal spokesman Asensio Soler) and Rafael González Tovar, in whose meeting was also the socialist deputy totanero, Alfonso Martinez Baños.

The meetings with the groups began last November 2 with the deputies of the Popular Parliamentary Group, in this case, with the spokesman, Victor Manuel Martinez, and the totanero parliamentarian, Juan Pagán.

Among the issues addressed were the economic situation of the municipal coffers, the Adjustment Plan measures approved by the plenary last October and which have already been definitively approved by the Ministry of Finance and the execution of direct investments by Part of the Autonomous Community to the City Council to improve the performance of the Municipal Water Service of Totana.

This aid would be granted by virtue of the study carried out by the Department of Water and Sewer of the City of Totana, which has been working on this matter in the hand of the General Directorate of Water of the Autonomous Community for a year or so.

The mayor thanked the four parliamentary groups for their readiness and reiterated that the City can not continue to work "with declarations of intent", so that it requires "investments with concrete and firm commitments" in the regional budgets of 2017 for this matter with In order to raise service performance to 80% (now stands at 54%).

The mayor has warned that continuing the same situation is generating "an unviable state and large debts" with the Commonwealth of the Taibilla Channels.

In addition, it has pointed out that we are also obliged to comply with the Adjustment Plan definitively approved by the Ministry of Finance and Public Administrations, taking specific decisions in this regard.

The municipal government's intention is to increase the network's performance to 80% at the end of the legislature in order to make the service economically viable and avoid losses in a territory where water is a scarce commodity.

To this end, the approval of the Adjustment Plan entails two options: that the Regional Assembly approve for the regional budgets of 2017 the execution of a multi-year investment plan, according to the studies carried out by the technicians of the Department of Water and Sewerage, in the € 1.2 million in a program, at a rate of € 400,000 per year;

Or indirect management of the service for four years, with an annual review, depending on the performance that could be canceled at any time.

The City of Totana has a municipal debt of 180 million euros as shown in the Economic and Financial Study presented recently, with a real budget of income that barely exceeds 22 million euros, which makes it unfeasible that can undertake this plan With its own resources, nor of course is allowed the increase of the financial debt by the Ministry of Finance, nor the financial institutions are willing to finance this investment plan, so there is no alternative other than financing through the Regional budgets.
