The Secretary of State for the Environment agrees with the irrigators to speed up the regularization of the consolidated risks of El Raiguero, El Paretón and La Huerta (14/12/2018)

The Secretary of State for the Environment, Hugo Moran met last night in Totana with about a hundred farmers from Totana, basically from the governing board of the Community of Irrigators of Totana and affected El Raiguero and El Paretón, with whom it undertook to speed up the regularization of the consolidated risks on the farms that are pending to do so.

The head of the Ministry of Ecological Transition held a meeting in the plenary hall of the City of Totana and promised to find a solution in a short space of time that responds to its historic demand: that the wells with which they water be legalized, the measures to save their crops are regularized and their files are streamlined before the Ministry.

Hugo Morán pointed out that there has been a lot of progress in recent weeks thanks to the coordination of the Hydrographic Confederation and the Tacoma Association of Canals, and advances that a response to their demands will be put on the table in weeks.

In the meeting was accompanied by the Government delegate in Murcia, Diego Conesa, and the mayor of Totana, Andrés García Cánovas, who stressed, at the end of the meeting, that the files are retaken with the demands of these neighbors, which go with the hope that they will be given a solution.

This situation affects more than 4,000 illegal hectares of El Paretón, El Raiguero and La Huerta de Totana, and would solve the regularization of more than 900 families of agricultural operations and would also involve the livestock sector in the area.

Thus, this situation affects dozens of farmers who have been cultivating lands that have not been regularized for 60 years, and would allow to fulfill the premise that the CHS asks to be able to legalize the plots, and that the irrigation is carried out with other alternatives and not through unregistered wells, situation that has generated the opening in recent years of disciplinary proceedings with fines.

The Secretary of State, who formally signed in the Golden Book of the City of Totana, was also accompanied by the presidents of the Commonwealth of Channels of the Taibilla, Francisca Baraza, the Hydrographic Confederation of Segura, Mario Urrea, and many deputies PSRM-PSOE regional offices and senior positions of the Government Delegation, as well as members of the municipal government.

He also took advantage of his visit to Totana to hold a meeting, also in the plenary hall, with representatives of different organizations and agrarian unions of the Region of Murcia.

During the day, the Secretary of State for the Environment visited different municipalities of the Region, where he assured that "it is not on the government's road map to dispense with any of the water supply infrastructures", including the Tajo-Segura transfer, which it will continue to work "as it has been until now".

This was said before meeting with the representatives of the Association of Canales del Taibilla, which today hold its board of directors in Murcia.

Morán said there is "no reason for the transfer does not continue to work as before", but recalled that its operation is subject to a resource, the availability of water, which does not depend on "political decisions, but natural cycles" .

The Ministry, he added, has not yet moved any order in relation to the price of water, as advanced some media today, pointing to the end of the so-called "drought rate" by subsidizing their costs .

Morán recalled that, on this matter, there is an open case of infringement by the European Union to Spain for failing to meet the costs management objectives of the desalination facilities and the challenge, once this dossier is answered, will be to balance the price paid by users with the costs generated by the facilities to avoid bankruptcy, he said.

The Secretary of State also referred to the Torrevieja desalination plant, in which this summer a new electrical installation was carried out to expand its capacity and that, however, has not yet increased its water production because, as he explained, it is in resolution process a file related to the transmission of the works executed to the management company, which is expected to be resolved in an "immediate" manner.

In his opinion, "it is possible to guarantee water supply in the whole territory in the future with adequate planning", so designing a new water policy is fundamental and, for this, it is already advancing in the elaboration of the " green book of water ", through an intense process of dialogue with all the agents involved.

Thus, he recalled that the Ministry has already opened a round of contacts with all the hydrographic confederations to be able to know their real situations, and now has decided to "go further", with which Morán himself will visit the confederations in their territories, starting yesterday in Murcia for the Segura, with whose leaders met also.
