Motion by the Municipal Group to Win Totana IU on: "Agreement for the constitution of a Work Commission made up of the Municipal Groups, the Non-Attached Councilor, representatives of the Platform against the Trace of the AVE and the High Voltage Line that would serve the Catenary, as well as the Requirement to ADIF and the Ministry of Public Works to immediately halt the current process and agree to negotiate a new layout that minimally harms the public and private interests affected by the New Layout and the High Voltage Line "
Despite the overt decision of the Totana City Council and the citizen mobilizations in Totana, ADIF and the Ministry of Public Works continue in their intention to run over the Municipality of Totana, without giving a truce and with very short deadlines whose sole purpose is to prevent the citizen response and the Municipal Institution, skipping the minimum respect and capacity for dialogue in a Unilateral Layout that seriously affects the neighbors and the future development of our town.
We believe we must act with force, speed and not let ourselves be overwhelmed by these Entities that will be very powerful, but we (Affected neighbors and Institution) have reason and common sense.
We should evaluate the Convocation of an Extraordinary Plenary given the distance in time of the May Ordinary and the urgency of the situation.
Therefore, we raise the following proposal of agreement to the consideration of the Plenary:
The Plenary Session of the City Council of Totana requires ADIF and the Ministry of Public Works, the Immediate Halting of the Draft Project in progress and the Works of the High Voltage Line that would serve the Catenary.
The Plenary Session of the City Council agrees to establish a Special Commission, chaired by the Mayor and the presence of the Municipal groups, the Non-Assigned Councilor and the representatives of the Platform against the Layout and representation of those affected by the High Voltage Line of the Catenary.
We demand to be received by the Responsible of ADIF and by the Government Delegate to request explanations and the immediate Stoppage of the Current Project (of both works) while not looking for solutions or alternatives that do not seriously harm the public and private interests in the Municipality of Totana
The Mayor is mandated to execute the Plenary agreements, to communicate to ADIF, Government Delegate and Ministry of Public Works so that they can receive us immediately.
